Broccoli isn't as badly affected as, say, cabbages, because the caterpillars concentrate on eating holes in the leaves and ignore the flower heads. In a cabbage, an infestation can be pretty awful, since only the most tightly curled leaves at the centre seem to escape chewing and the deposit of droppings. My solution has been just not to bother trying to grow cabbages at all.
